Jeffrey A. Mansfield

Jeffrey A. Mansfield is a practicing attorney in San Diego, California, specializing in United States governmental law and litigation. He is a cum laude graduate of California Western School of Law where he served as Managing Editor of the Law Review, Chairman of the Student Bar Association, and won three American Jurisprudence Awards for the highest academic achievement in contract law, corporate law, and evidence law, receiving his JD in 1980.

In 1983 he accepted a position in the Excepted Service as a member of the Office of the General Counsel for the Department of the Navy. His full-time assignments with the Navy spanned thirty-five years during which he served as Assistant Counsel, Naval Supply Center, San Diego, Deputy Counsel, Naval Regional Contracting Center, San Diego, Deputy Counsel, Fleet & Industrial Supply Center, San Diego, Senior Procurement Counsel, Space and Naval Warfare Systems Center, San Diego, Counsel, Supervisor Shipbuilding Conversion and Repair, San Diego, Counsel, Southwest Regional Maintenance Center, San Diego, and Counsel, Naval Surface Warfare Center, Corona, California.

Additionally, Mr. Mansfield served part time assignments as Counsel,  Naval Supply Center, Oakland, Naval Weapons Center, China Lake, Naval Regional Contracting Center, Long Beach,  Naval Supply Center, Pearl Harbor, Fleet & Industrial Supply Center, Oakland, Naval Ocean Systems Center, San Diego, Naval Command, Control, and Ocean Surveillance Center, San Diego, Naval, Research & Development Center, San Diego, Space & Naval Warfare Systems Center, San Diego, Naval Undersea Warfare Center, Keyport, Naval Special Warfare Command, Coronado, California, the Chief of Naval Air Training Command, Corpus Christi, Texas, and the Ship Repair Facility-Japan Regional Maintenance Center, Yokosuka,  Japan.

During his Navy career Mr. Mansfield was appointed Special Assistant United States Attorney to prosecute and defend cases in which the Navy was a party. He also received the highest civilian award authorized by the Chief of Naval Operations, the Navy Superior Civilian Service Award.
Mr. Mansfield’s governmental teaching experience includes instruction in government contract law, fiscal law, and ethics law, and law school teaching in contract law, constitutional law, corporate law, evidence law, and bar exam review. He is a member of the State Bar of California, the Surface Navy Association, the San Diego Military Advisory Council, and holds a current Master’s License in the United States Merchant Marine.
